The Phillies biggest move for 2023 could be the promotion of top prospect Andrew Painter to the rotation, as the 19-year-old has the upside to eventually be a Zack Wheeler or Aaron Nola.
The Phillies declined their option on Jean Segura, and their best move would be to move Bryson Stott to second base and sign one of the top free-agent shortstops.
However, they will consider starting Edmundo Sosa at short or second base to replace Segura.
The Phillies will try to bring back Zach Eflin as a starting pitcher, and if that doesn’t work out, they’ll look for another starter.
They also need to add more depth and quality to the bullpen.
